It is an (admittedly unwritten) convention that NTSC comes before PAL. So if
the requested standard is some weird mix of NTSC and PAL standards, then
NTSC shall be picked. Can you swap these two entries?

I don't really like that this is returning STD_PAL when it is
really a different non-standard PAL variant.

Either the driver must have full support for these variants, and
g_tvnorms reports that, or just fall into the default case and
