[PATCH v5 3/3] mmc: sdhci-of-dwcmshc: add rockchip platform support

sdhci based synopsys MMC IP is also used on some rockchip platforms,
so add a basic support here.

- read vendor area1 from standard IP reg and move hs400es
  out of rockchip specified, as suggested.
