[PATCH 03/13] soc: qcom: spm: Add compatible for MSM8998 SAWv4.1 L2

The MSM8998 SoC happens to use the same configuration, for both
clusters, as SDM660 Gold L2: add a compatible for it and point
it to the 660 Gold configuration.
