[RFC PATCH v3 7/8] power: supply: add battery parameters

Add parsing of new device-tree battery bindings.

     - trickle-charge-current-microamp
     - precharge-upper-limit-microvolt
     - re-charge-voltage-microvolt
     - over-voltage-threshold-microvolt
