Please provide implementations for the mac_pcs_get_state and
mac_an_restart methods; these are not optional, and if phylink
decides it wants to call them, without anything here the kernel
will oops.  If you don't have anything to do for mac_pcs_get_state,
please set state->link to false.

it doesn't seem to be setting up the phy at all (which happens in
_open()).
