[PATCH v3 1/4] irq: Add a new IRQCHIP_EOI_THREADED flag

This flag must be used in combination with handle_fasteoi_irq, when set
handle_fasteoi_irq will delay the calling of chip->irq_eoi until the threaded
handler has run.
