[PATCH net-next V4 8/9] MAINTAINERS: Add entry for Altera Triple Speed Ethernet Driver

Add a MAINTAINERS entry covering the Altera Triple Speed
Ethernet Driver, with support for the MSGDMA and SGDMA
soft DMA IP components.
