From: Laurentiu Tudor <laurentiu.tudor@xxxxxxx> ARM SoCs use SMMU so the liodn fixup done in the qman driver is no longer making sense and it also breaks the ICID settings inherited from u-boot. Do the fixups only for PPC targets.
