[PATCH 2/10] mmc: sdhci: Export sdhci_start_signal_voltage_switch() in sdhci.c

Export sdhci_start_signal_voltage_switch() from sdhci.c.
Thus vendor sdhci driver can implement its own signal voltage
switch routine.
