I find it quite difficult to separate "cut-n-paste" changes from functional changes... May be it is just me. I would suggest splitting this patch into several. First define the setup_bridge() callback, then rework pnv_pci_ioda_setup_PEs(), pnv_pci_ioda_setup_seg(), pnv_pci_ioda_setup_DMA(), and then add "partial hotplug" handling may be.
Or just get "reviewed-by" from Ben :)
