Using IS_ENABLED for boolean options is supposed to be supported
according to the comment above IS_BUILTIN:

 * otherwise. For boolean options, this is equivalent to
 * IS_ENABLED(CONFIG_FOO).
 */
#define IS_BUILTIN(option) config_enabled(option)
