Yep, I get:
% gmake clean
...
% gmake NO_VALGRIND=1
...
% gmake NO_VALGRIND=1 check
CHK version_gen.h
CC tests/get_mem_rsv.o
gmake: *** No rule to make target 'valgrind/memcheck.h', needed by
'tests/testutils.o'. Stop.
and the same thing with it set in the environment.
