I had been taking the tack of modifying ceph-container for c9 upstream
(along with Casey's help). I've got it mostly done; I just didn't
realize there was a separate job hierarchy for centos-arm64, so have to
redo what I did for x86 there (carefully).
I was thinking of trying to phase in 2171 after I got that done.
I have not been thinking of downstream implications.
