radosgw multisite sync flooding logs

With multisite sync enabled between 2 test gateways and no activity happening on either side, the radosgw logs are flooded with a stream of logs at level 1.  Why is there so much activity between the zones when there are no changes being made to either side (no new data added or removed in the past 16 hours)?  Im able to stop the flood by setting debug_rgw to 0/5, but Im wondering why there is so much activity or if something is misconfigured.
