Thanks Yuval,  adding the "--no-ssl" flag worked like a charm.

Please use the "--no-ssl" flag to s3cmd (will fix it in the gist). By default, vstart does not run the RGW with TLS support.

S3cmd has been installed via apt and is running on Ubuntu 20.04.
Any help will be most appreciated.
