el9 status update for Sept 3 2021

Hi folks,

Since Fedora does not publish EPEL 9 yet, we've published all the
dependencies to build and install Ceph on el9 into
https://copr.fedorainfracloud.org/coprs/ceph/el9/

Ceph itself still requires the following change in master for el9:
https://github.com/ceph/ceph/pull/42870 - cmake pmem change

And Ceph's pacific branch still needs that PR 42870, plus these changes:
https://github.com/ceph/ceph/pull/43000 - drop gdbm
https://github.com/ceph/ceph/pull/43001 - drop lsb_release

I've built a pacific-based
https://github.com/ktdreyer/ceph/commits/wip-el9 branch with those
changes, and I uploaded the RPMs here:
https://kdreyer-ceph.objects-us-east-1.dream.io/ceph-16.2.5-487.g197f998ae9/ceph.repo

Users can enable that snapshot repo plus the Copr repo to test Pacific on el9.

Longer term plans:
- Move the Copr builds into EPEL 9 when that's available.
- Configure jenkins.ceph.com to build master and pacific on CentOS Stream 9.
- Build Pacific for el9 in CentOS's CBS
