Hi folks,

I'm surprised that master still has a "fmt" submodule at src/fmt,
since we use the separate fmt package now
(https://github.com/ceph/ceph/pull/37281)

Should we remove that submodule?

Unfortunately, no, not yet. Unless we can start building and testing on Ubuntu/focal. The version of libfmt on xenial is too old to fulfill the needs of Seastar.
