Looks ok to me, assuming you selected correct USB controller to statically
link to kernel.

INITIALDELAY=1 setting looks suspicious. One second delay may be too small.
Try INITIALDELAY=4

You can also try setting TOOLSPROMPT=1 , which asks you to press ENTER key
before code running from initrd attempt to mount anything. If you see a
prompt, at least you know the code got that far.
