it's a tweakable block cipher

last time I heard of the cipher it was soon to be published, but that
was in February 2004. AFAIK the cipher doesn't suffer the weaknesses
of the mainline kernel crypto stuff. I don't know any recent news
about it, and last time I contacted the author I got no reply. It
seems he's quite busy.
