dump records time and backup level (0=full,1=changes since full etc.) 
in a file called "dumpdates" (/var/lib on FHS-compliant systems, 
/etc/dumpdates elsewhere) and goes from there.

no. all you need for incrementals is a time to discern stuff that has
changed and therefore needs to be backed up.
