KBUILD_MODNAME is a #define that is set by scripts/Makefile.lib.

I believe you are quoting KBUILD_MODNAME

try

#define pr_fmt(fmt) KBUILD_MODNAME ": " fmt

This should create prefixes like
	"cpufreq: "
and
	"cpufreq_performance: "
