This should more read more like:
CPU is quite new and BIOS developers didn't have time to add support for it...

Best you:
  - Check that the latest BIOS running
  - Check BIOS settings for power management, speedstep, cpufreq or related
    options you can enable
  - If things still do not work, please attach acpidump and dmidecode.

How old are these machines about? HP cares about Linux support and chances that
they add cpufreq support to their BIOSes if it makes sense aren't that bad if
these are recent machines.
