i noticed that it seems to happen a lot at my office and not so much at home. 
then i realized i have a larger power supply at home (~90W) than at work
(~60W).  so i brought them both in and when i plug in my smaller one, cpufreq
stays stuck at 800MHz max.  as soon as i plug in the other one, it goes back to
the normal 3.07GHz.  swapping them shows consistent behavior.
