Minimum frequency for Sempron

Hi,
I would like to ask some questions about available frequences for AMD Sempron 3300+ processor.
In Linux, the minimum frequency is 800MHz, in Windows XP it is 500MHz. 
Also the freq. step is different - Windows XP supports 500, 1000, 1500 and 2000MHz.
Why there are these differences on the same HW?

I would like to change the powernow_k8 module to support 500Mhz, so that my system could be cooler and more quiet.
Is it possible to change it that way? 
Can my changes damage the CPU?
