on a toshiba laptop with intel core 2 duo, I setup ondemand as the default
governor. However, despite the frequency is dynamically changed on one of the
cores (second one or cpu1), frequency remains 100% on the other cpu (first one
or cpu0). Userspace frequencies work ok on both cores.
