One of the drivers Dominik showed you must load/work successfully and
you should get the folder.
Maybe now it's time to do some HW research and clarify:
  - whether your machine can do freq scaling at all
  - If yes, which one of the drivers would be the right one for your HW
  - If there is one, does it work as expected on your HW
