Those 3 patches are rather important.
1/3 introduces one more API change in votequorum. The NODESTATE_LEAVING
needs to go away as nothing uses/sets it.
2/3 fixes ATB. It is very broken in the current incarnation
3/3 fixes an important use case when recovering nodes in a failed cluster
