If you are on a Debian flavored Linux (Debian, Raspberian, Armbian, Ubunto, 
etc., you should be able to get gnucobol from the Debian repo:

sudo apt install gnucobol4

I am running Raspberian (Debian 12) on a Pi 5:

marchhare% dpkg-query -l gnucobol4
Desired| Status|/ Err?||/ Name           Version                 Architecture Description
+++-ii  gnucobol4      4.0~early~20200606-6+b1 arm64        COBOL compiler
