ummhh help... lol can't find libcob.dll cygwin kitchen sink

Hi-

gnu cobol 3.2
cygwin 
windows
posix install

tried file cygcob-4.dll it is valid

tried running with ... please see last couple of lines for the way i ran ccob.exe with switches

please advise don't know why it prefers cygcob-4.dll but told it was a substitute but that doesnt have dependency libcob.dll when i use ldd
