fence-agents 4.0.0 release

Welcome to the fence-agents 4.0.0 release.

This release includes these updates:
* new packaging system supported (in fedora/rawhide) - each fence agent is in separate subpackage
* support for Dell DRAC III (and older) was removed
* backward compatibility BROKEN:
    * removed option -q / quiet
    * removed option --uuid use standard -n / --plug instead
    * removed option -T / --test
    * replaced option --udpport with standard --ipport
    * fence_rsb:replaced option -n with standard --ipport
* fence_drac5: replaced option -m / --module_name with standard -n / --plug
    * fence_lpar: replaced option --partition with standard -n / --plug
* new test suite and dummy fence agent added
* support for APC with firmware version 5.x
* fence agents now logs also to syslog
* support for multiple plugs per action (e.g. --plug 2,3,4 --status reboot)
* non-fence agent executables moved to /usr/libexec
* minor errors fixed and code cleanup
