You can parse cluster logs (if in debug mode) and send mail if something like:
"clurgmgrd[30752]: <debug> Sent remote-start request to 2"
or
"attempting to relocate"
happens on them.
I.e: you can use rsyslog ommail http://www.rsyslog.com/doc/ommail.html
