My suggestion here is theoretical and not tested.... I think you want to have a single "resource" with different service names. For example,
<rm>
<resources>
<fs name="OptAppFS" device=/dev/mapper/VolGroup00-optvol .....>
</resources>
<service name="Central_FS" .....>
<fs ref="OptAppFS" ....>
</service>
<service name="Collector_FS" .....>
<fs ref="OptAppFS" ....>
</service>
</rm>
