The cluster needs to be quorate for clvmd to run. In a two node cluster, you need the first node plus the qdisk to be quorate. You end up on a chicken and the egg situation. My two node cluster uses part of a SAN disk as the qdisk. The rest of the SAN disk is a PV used by the LVM.
