looking at man fence_ilo.8 (STDIN PARAMETERS section), you probably want
(untested as I don´t have ilo here):

<fencedevice name="booboo1-ilo" agent="fence_ilo" ipaddr="booboo..."
login="XXXXX" passwd="XXXXX"/>
