They were created as clustered.

[root@node03 ~]# vgchange -cy VolGroupC0
  Volume group "VolGroupC0" is already clustered
[root@node03 ~]# vgchange -cy VolGroupC1
  Volume group "VolGroupC1" is already clustered
[root@node03 ~]# vgchange -cy VolGroupSAS
  Volume group "VolGroupSAS" is already clustered
