The freshmeat.net page for libtomcrypt (which was last changed Dec 17 2006) has listed the author's email address at a gmail.com account (http://freshmeat.net/projects/libtomcrypt/). Perhaps an email to upstream author might clear up the status of the libtomcrypt source tree (and it's website)?
