to relocate, but don’t work. I understood what means Try using quorum partition to solve this problem

Try changing recovery="restart" to relocate if that wont
work, check if your fencing works properly
If your node don't get fenced the other node will not take the service from the
failed node.
Try using quorum partition to solve this problem
