In my cluster conf I can change it in 2 places, in rm sections and here
 <quorumd votes="2" log_level="4" tko="10" interval="1" label="priquorum" log_facility="local3" device="/dev/sdc"/>

I don't know if you can change it for cman and ccs. Have you found anything on the man pages?
