1) VM is running on clu2
2) clu2 gets fenced and VM is migrated to clu1

According to the logs the vm:win2003 was migrated to clu2 and not to
clu1 as you wrote.

Do anybody know, why this fails?

What exactly do you want to achieve?
The vm:win2003 is assigned to a failover domain which isn't restricted
and has 1 cluster node.
The vm:win2003 moved to clu1 failover domain because it was the next
available and unrestricted domain.
