Does it happen w/o qdisk?

Note that with qdisk in a 2-node cluster, you want expected_votes = 3,
two_node = 0, one vote per node and 1 vote for qdisk. 

In a 2-node cluster w/o qdisk, you want expected_votes = 1, two_node =
1.  Fencing is required whenever two_node = 1, even if it's manual
fencing.
