Classification: UNCLASSIFIED > /etc/init.d/fenced start / stop neither should return until they are actually done. For example in the DNS start/stop script there is a sleep which is really sad way to go about it but works for now. I find the quality of the start/stop scripts in general to be summer-intern grade. Can't comment on how good or bad other distro's are but maybe they are all similarly flakey.
