That's correct, it would stall.

This is sufficient, you are correct.  I expect the case where 'on'
failing is extremely rare, especially when the 'off' succeeded a few
seconds before.

Since you have already looked at this in some detail, do you have a
patch and/or would you like to file a bugzilla?
