Ordered is what is causing failback, yes.  Here's a pretty length
explanation:

In 2-node failover clusters, the only useful kind of failover domain is
ordered.

Services not bound to a FD are considered part of the "unordered,
unrestricted" FD of all nodes in the cluster.
