Also, a group of lock manages does not need to have access to the shared storage, only the configuration information (man ccs). there is way to extract the config into a file and put in on a machine running ccsd in a mode that will let you point it to a file instead of a pool archive. The downside is of course that you need to mind any changes carfully.
