cman goes to userland

This morning I check in new userland cman code onto the head of CVS.

cman_tool & libcman on head now refer to this cman rather than the
kernel one.

If you want to continue using the kernel-based cman then you should
checkout the RHEL4 or FC4 branches of CVS.
