[RFC PATCH bpf-next v2 9/9] selftests/bpf: Add selftests for cgroup1 hierarchy

Add selftests for cgroup1 hierarchy.
The result as follows,

  $ tools/testing/selftests/bpf/test_progs --name=cgroup1_hierarchy
