limiting RSS only with memory controller

My understanding is that memory.limit_in_bytes limits RSS and page cache use. I would like to only limit RSS. Is there currently a way to do that with the memory controller?

If not (which I think is the case) could someone point me to a discussion on why that's so? The docs [1] reference an OLS BOFs but I don't see any details on RSS+page-cache limiting in the notes [2] from that event.
