I know we should allow multiple hierarchies, but why we allow this even
if sane_behavior is specified?

Like this:

# mount -t cgroup -o cpuset,__DEVEL__sane_behavior xxx /cgroup
# mount -t cgroup -o __DEVEL__sane_behavior xxx /cgroup2/
