[PATCH] memcg: remove the unnecessary MEM_CGROUP_STAT_DATA

Since MEM_CGROUP_ON_MOVE has been removed, it comes to be redudant
to hold MEM_CGROUP_STAT_DATA to mark the end of data requires
synchronization.
