The memory target setting is tuning one aspect of memory usage, one
that can be tuned up and down. There are other causes of memory usage
in the OSDs, and those are not "negotiable", they will try to consume
exactly as much as they think they need, regardless of the optional
target setting.
While it is possible to have OSDs run around the target number, it is
not a guarantee that they will limit themselves to it, especially in
cases regarding recovery, error handling and rebuilds.
